Refugees provide passive bonuses when assigned to the correct buildings. The best choices improve systems you use constantly: Alliance Help, construction, research, march capacity, healing, and troop development.

This guide focuses on priority, buff values, and a disciplined ticket strategy. It intentionally does not include a personal refugee tracker.

Ticket discipline matters as much as the refugee you are trying to obtain.

Start with the 500-ticket pull

Use the lowest-cost recruit to reveal one result and unlock the free refresh. This is the safest default for cycling through more pools without draining tickets.

Refresh weak pools

If the pool does not contain a refugee worth chasing, take the single 500-ticket recruit and use the free refresh rather than paying deeper costs for low-value options.

Chase exceptional rolls selectively

A high-rarity Diplomat—or another top-priority refugee your account genuinely needs—can justify continuing into the 2,000- or 5,000-ticket pulls.

Time recruiting with Alliance Duel

Shelter Upgrade day rewards refugee recruitment. Saving tickets for that scoring window lets one action improve your account and contribute to VS.

Place refugees in the building tied to their specialty and prioritize bonuses that affect queues, Alliance Help, march capacity, and recovery every day.

Concentrate improvement on the refugees and buildings that support your current account goals before investing heavily in passive production roles.

The tier list is a strong default, but your immediate account needs still matter.

Prioritize first

  • Diplomat for Alliance Help value
  • Butler and Scientist for permanent queue speed
  • Officer for march capacity
  • Nurse for active PvP and event recovery
  • Your main troop instructor after core utility is established

Usually wait

  • Production refugees when active gathering supplies more value
  • Off-troop instructors before your primary troop type is supported
  • Deep 2,000- or 5,000-ticket pulls on weak pools
  • Upgrades spread across every building at once
  • Recruiting outside VS when no exceptional target is present
